<p>Mesmo com a pandemia do novo coronavírus, a Alemanha se manteve entre as quatro nações que mais recebem interessados em estudar em outro país. De acordo com o relatório anual “<a href="https://www.wissenschaft-weltoffen.de/en/publication/" target="_blank" rel="noopener noreferrer">Wissenschaft Weltoffen 2021</a>”, responsável por compilar informações sobre a internacionalização do estudo e da pesquisa na Alemanha e no mundo, o país europeu recebeu nada mais nada menos do que 325 mil matriculados estrangeiros em suas instituições de ensino. O número corresponde a um aumento de 5 mil (2% do total) novos inscritos, e deixa a Alemanha atrás apenas de Estados Unidos, Canadá e Reino Unido.</p>

<p>Produzido pela <a href="https://www.daad.de/en/" target="_blank" rel="noopener noreferrer">Deutscher Akademischer Austauschdienst (DAAD)</a>, maior organização alemã no campo de intercâmbio acadêmico, o estudo considera o semestre de inverno entre 2020/2021. Ainda de acordo com a<a href="https://www.daad.de/en/" target="_blank" rel="noopener noreferrer"> DAAD</a>, desde 2010, o crescimento de alunos internacionais na Alemanha apresentou um incrível crescimento de 80%. Em relação aos números de cooperação acadêmica, por exemplo, o Brasil figura na lista dos dez países que mais enviaram pesquisadores para universidades na Alemanha.</p>
<p>Em contrapartida, o relatório da <a href="https://www.daad.de/en/" target="_blank" rel="noopener noreferrer">Deutscher Akademischer Austauschdienst</a> informa que o Brasil também tem posição de destaque entre os principais países parceiros da Alemanha. No ranking de países com a maior quantidade de acordos de cooperação e parceria com instituições de estudo alemãs, o Brasil ocupa a quinta posição. Ainda de acordo com a edição do <a href="https://www.wissenschaft-weltoffen.de/en/publication/" target="_blank" rel="noopener noreferrer">Wissenschaft Weltoffen</a>, nos últimos dez anos, o número de parcerias entre universidades de Brasil e Alemanha triplicou.</p>

<p>Even with the new coronavirus pandemic, Germany remained among the four nations that&nbsp;most receive people interested in studying abroad. According to the annual report&nbsp;“<a href="https://www.wissenschaft-weltoffen.de/en/publication/" target="_blank" rel="noopener noreferrer">Wissenschaft Weltoffen 2021</a>”, which compiles information about the internationalization of&nbsp;study and research in Germany and in the world, the European country received no less&nbsp;than 325 thousand foreign students in its educational institutions. This number corresponds&nbsp;to a rise of 5 thousand (2% of the total) new registrations, and leaves Germany only behind&nbsp;the Unites States, Canada and the United Kingdom.</p>

<p>Produced by the <a href="https://www.daad.de/en/" target="_blank" rel="noopener noreferrer">Deutscher Akademischer Austauschdienst (DAAD)</a>, the largest German&nbsp;organization in the field of academic exchange, the study considers the winter semester&nbsp;between 2020/2021. Still according to the <a href="https://www.daad.de/en/" target="_blank" rel="noopener noreferrer">DAAD</a>, since 2010 the increase of international&nbsp;students in Germany presented an incredible growth of 80%. With regard to the numbers of&nbsp;academic cooperation, for instance, Brazil figures in the list of ten countries that most send&nbsp;researchers to German universities.</p>
<p>On the other hand, the <a href="https://www.daad.de/en/" target="_blank" rel="noopener noreferrer">Deutscher Akademischer Austauschdienst </a>report informs that Brazil&nbsp;holds an outstanding position among the main countries that are Germany’s partners. In the&nbsp;ranking of countries with the most cooperation and partnership agreements with German&nbsp;educational institutions, Brazil holds the fifth position. Still according to the Wissenschaft&nbsp;Weltoffen, in the last ten years the number of partnerships between German and Brazilian&nbsp;universities has tripled.</p>

<p>É difícil acreditar, mas um país da grandeza territorial da Alemanha vem enfrentando um problema comum a pequenas nações: a falta de mão-de-obra qualificada para determinados segmentos. Prova disto é que, em decisão inédita, partidos da coligação adotaram uma nova legislação que facilita a <a href="pt/" target="_blank" rel="noopener noreferrer">imigração</a> de trabalhadores, especialistas em alguns setores da economia. A decisão, que facilita o acesso ao mercado de trabalho por parte de estrangeiros extracomunitários qualificados, uniu partidos de diferentes ordens ideológicas, como o SPD, social-democrata, e os conservadores CSU e CDU, combatendo a onda de crescimentos da extrema-direita alemã, contrária à entrada de requerentes de asilo político.</p>

<p>As vagas são bem específicas, para autorização de <a href="https://www.fink.com.br/transfer/2017/10/30/relocation-br/" target="_blank" rel="noopener noreferrer">residência e visto de trabalho </a>por 6 meses: há oportunidades em áreas como informática, matemáticas e setores como a restauração. Caso os candidatos conquistem e mantenham, de fato, um emprego no país, o semestre de autorização pode ser prorrogado, sob a condição de que os estrangeiros dominem a língua alemã. Em setembro deste ano, a Alemanha registrou 338.200 vagas de emprego nas áreas de informática, matemática e tecnologias da informação, de acordo com o jornal Handelsblatt.</p>
<p>De acordo com o projeto, que terá início em 2019, há limitação para o visto de trabalho, restrito a profissionais comprovadamente capazes de desempenhar as funções onde há escassez de mão-de-obra. Nas grandes linhas do projeto, os três partidos ressaltam que não querem &#8220;uma imigração de pessoas não-qualificadas vindas de países terceiros&#8221;.</p>
<p>Embora, em 2015, tenha sido contrário à política de acolhimento de refugiados, em decisão adotada pela chanceler, Angela Merkel, o ministro do Interior (CSU), Horst Seehofer, reconheceu que a Alemanha “precisa de trabalhadores de países terceiros&#8221;.</p>
<p>Vale ressaltar que a medida, embora abra as portas do país, em verdade limita a entrada, restringindo-a profissionais especializados. A decisão do Governo alemão, então, visa diminuir a entrada de pessoas, ao mesmo tempo em que garante que permaneça no país apenas quem se firme no mercado de trabalho, combatendo outro problema no país: o alto índice de estrangeiros desempregados.</p>

<p>It’s hard to believe, but a country with Germany’s territorial size is facing a problem common in small nations: the lack of qualified manpower for certain segments. Proof of this is that, in an unprecedented decision, political parties in the coalition have adopted new legislation that facilitates <a href="https://www.fink.com.br/mobility/" target="_blank" rel="noopener noreferrer">immigration</a> for workers that are specialists in some sectors of the economy. The decision, which facilitates access to the work market by qualified foreigners united parties of different ideologies, such as the SPD, social-democratic, and the conservative CSU and CDU, combating the rising wave of the German extreme-right, who are against the entry of those that apply for political asylum.</p>

<p>The job openings are quite specific for granting <a href="https://www.fink.com.br/novo/relocation/" target="_blank" rel="noopener noreferrer">residency and a work visa </a>for 6 months: there are opportunities in areas such as computing, mathematics, and sectors such as restorations. If the candidates get and keep, in fact, a job in the country, the permission can be extended, with the condition that the foreigners have mastered the German language. In September of this year, Germany registered 338,200 job openings in the areas of computing, mathematics and information technologies, according to the newspaper Handelsblatt.</p>
<p>According to the project, which begins in 2019, there are limitations to the work visa, restricted to professionals proven capable of executing the functions where there is shortage of manpower. In the main lines of the project, the three parties emphasize that they do not want “immigration of unqualified people from other nations”.</p>
<p>Although in 2015 the Minister of the Interior, Horst Seehofer (CSU), disagreed with the policy of receiving refugees adopted by Chancellor Angela Merckel, he now acknowledges that Germany “needs workers from other countries”.</p>
<p>It must be noted that the measure, though it opens the doorway to the country, actually limits entry, restricting it to specialized professionals. Thus, the decision of the German government aims to decrease the entry of people, while, at the same time, ensuring that only those who are stable in the work market will remain in the country, combating another of the country’s problems: the high rate of unemployed foreigners.</p>
